G.R.E.E.N. MoVal (Getting Residents Energy Efficient Now) is the City of Moreno Valley’s initiative to encourage residents to become more energy efficient in their homes. Financing Options
The City of Moreno Valley has adopted Property Assessed Clean Energy (PACE) financing that allows property owners to fund energy efficiency, water efficiency and renewable energy projects with little or no up-front costs.
With PACE, residential and commercial property owners living within a participating city can finance up to 100% of their project and pay it back over time as a voluntary property tax assessment through their existing property tax bill.
To allow for competition and customer choice there are three approved providers listed to choose from:
CaliforniaFIRST is a partnership between the City and Renw Financial that lets residents receive up-front funding for energy efficiency, renewable energy and water efficiency improvements for home or business — and to repay the funds through property taxes over a period of time.

The HERO Program, sponsored by WRCOG, provides financing to property owners to implement a range of energy saving, renewable energy, and water conserving improvements to their homes and businesses. Eligible improvements must be permanently fixed to the property and meet certain criteria. Financing is paid back through a property tax lien.
