Meet Victoria Baca

In 2012, Mayor Pro Tem Baca was elected to the Moreno Valley City Council to represent Council District 5, making her the first Latina in the City’s history to be elected to the City Council. In 2013, she was selected by her council colleagues to serve as the Mayor Pro Tem. Now in her second term, Mayor Pro Tem Baca was elected in 2016 to the Moreno Valley City Council to represent the newly created District 1. She proudly serves as the City’s Mayor Pro Tem.   

A Moreno Valley resident for 27 years, Mayor Pro Tem Baca is proud of the City of Moreno Valley and the progress that has been made to accelerate economic activity, and provide quality jobs for Moreno Valley residents. She is fully committed to supporting policies that continue to drive the City forward.

Mayor Pro Tem Baca’s priorities remain stimulating economic activity, providing good quality jobs for Moreno Valley residents, ensuring top quality schools and safer neighborhoods.

Because education is a priority, she owns and operates an education consulting firm fulltime. 

She serves on the Economic Development and Public Safety Subcommittees, March Joint Powers Commission (MJPC), Riverside County Transportation Commission (RCTC), Senior Citizen’s Board, School District/ City Joint Task Force, and the Utilities Commission. She also serves as an alternate on the Arts Commission, Environmental and Historical Preservation Board, and Western Riverside Council of Governments (WRCOG).

Mayor Pro Tem Baca is not new to public service having been elected to serve on the Moreno Valley Unified School District Board in 2006. She served Moreno Valley students and parents for four years. She is also a founding member of the Moreno Valley Hispanic Chamber of Commerce.

She is a member of the Inland Empire American GI Forum and a former Director for the Inland Empire Regional Mexican American Political Association. She has been the Lead Judge for the Friends of RCCD Forensics Middle School Speech Meet in 2014, 2015, and 2016.

Mayor Pro Tem Baca earned a Bachelor of Arts degree in Psychology from California State University, San Bernardino; a Master of Arts degree from Chapman University; and completed a Masters in Governance from the California School Board Association.

A Los Angeles native, Mayor Pro Tem Baca comes from a large family with a long military history dating back to World War I. Her father, a WWII Veteran, taught Mayor Pro Tem Baca and her siblings to love this country and follow the rules – something he learned in the military. Mayor Pro Tem Baca’s mother had a strong belief in the value of education which led her to her career of choice

She has one daughter and three grandchildren.
