Moreno Master Drainage Plan Revision
Notice is hereby given that a public meeting will be held before the City Council meeting on October 13, 2015 at the City Hall Council Chambers, 14177 Frederick Street, Moreno Valley, California for the following item:
Adopt the following resolutions:
- Adopt the Moreno Valley master drainage plan (Revision No. 2); and;
- Consider and approve the program environmental impact report and its associated mitigation monitoring and reporting program.
The Moreno watershed is located within a portion of the City of Moreno Valley and in unincorporated areas of Riverside County to the north of the City boundary. It is bounded by Lasselle Street on the west, Theodore Street on the east, the Badlands to the north and the City boundary to the south. The Master Drainage Plan within this watershed is called the Moreno Master Drainage Plan (MDP). It was adopted for the Moreno watershed in 1980, prior to the incorporation of the City of Moreno Valley. It was later revised by the Riverside County Flood Control and Water Conservation District (RCFCD) in 1991 (Revision No. 1) due to development within the watershed being at a higher density than originally anticipated. The Moreno MDP Revision 1 was adopted by RCFCD and City of Moreno Valley in 1991. Since then, the City of Moreno Valley has updated its General Plan, approved zone changes as well as an accelerated pace of development in the City. As a result, this prompted the Riverside County Flood Control (RCFC) to do a second revision to the Moreno MDP (Revision No. 2) to address these changes.
The Moreno MDP (Revision No. 2) modifies the current Moreno MDP’s (Revision No.1) drainage facilities’ size, type and conceptual locations. It also includes the construction of detention basins and debris basins. The Moreno MDP (Revision No.2) would also provide better protection from the 100-year flood when implemented. The Riverside County Flood Control and Water Conservation District Board of Supervisors has adopted the Moreno MDP Revision 2 and the Final Program Environmental Impact Report at its meeting on April 14, 2015.
